Gene Hughes was a pen name for Gene Costin. Costin died over the weekend at the age of 80 and left behind a legacy of tribute with his Police Call Frequency books that many scanner listeners in the United States said, "it was the bible of scanner listening", that turned the painstaking search for local public safety frequencies into an easier fraction of the scanner hobby.

Costin, retired after a 30 year career as a volunteer of the Los Angeles Police Department and a volunteer of the year award winner from the same department. Costin, made made scanning worthwhile with his frequency books, first starting out with California and later expanded to 9 regional volumes across the country, that were found on the bookshelfs of ever Radio Shack Store in the United States.

"Gene, changed the way we listened to our radios everyday and night across the land of this country, he was responsible for the most easy task we could ask for in a frequency book, that became wildly known to scanner hobbyists", Jeff Newton, owner of Oregon Firepage said of Costin, Monday when told of Hughes death. Costin's death is a legend of its own, he generousity to the scanning community was an asset, but his love for the hobby will not be forgotten. He'll be missed by all who knew him and his work in the LAPD and those who lurked the bookstore shelf.

"When all else fails" - That's exactly the way it happened this past weekend in Lane County, Oregon.

Lane County Amateur Radio Emergency Services was pressed into service early Friday afternoon, when a construction crew working on fiber optic cable near the 42nd and Mohawk area of Springfield accidently severed the line and disrupted 911 service to Qwest's 933 calling area serving residents of the Mohawk Valley area.

The incident began shortly before noon, when Lane County Amateur Radio Emergency Services Coordinator Mark Perrin received an urgent call from the Central Lane 911 Communications Center about available resources for a possible deployment of hams to the Mohawk Valley and Marcola area for Emergency Communications involving amateur radio with the 911 service outage in the Mohawk Valley area.

Qwest crews had estimated that they would probably have the line back in service before Friday evening, however, later estimates pushed the stats into the weekend, making the ARES deployment a long term possiblity into the weekend, officials said.

Perrin pressed into gear and mustered hams earlier in the day and had deployment teams set up at Mohawk Valley Fire Station's 1 and 4 at the request of 911 Officials. By 8:30 p.m., Friday night the repair estimates were calculated to be 24 hours or longer in reparir time, according to officials. Meanwhile, ARES Coordinator Perrin called in more hams to staff the Central Lane 911 Center's Amateur Radio Emergency Services radio room and assigned several amatuers into shifts at the fire stations and at the 911.

Amateurs at the fire stations were acting as defacto 911 emergency operators in case someone was in need of serious help and emergency information would be relayed to 911 supervisors in Eugene for dispatching and emeregency coordination among serviced agencies in the Mohawk Valley area via ham radio. At approximately 8:30 a.m. Saturday morning the net was stood down as Qwest officials advised they had repaired and tested the breached line and phone service was restored to the Mohawk Valley area.

There were no reports of serious injuries or incidents during the 911 outage, hams provided a valuable public service, after coming off another communications event during the Olympic Trials.
