SEATTLE, WA. (OFP) - The Incident Broadcast Network based in Seattle, Washington, once provided the online scanning community with over 200 online scanning choices from around the United States and overseas, has closed it doors said, Brian Baldwin in an email interview last week with OFP News. "IBN has provided the online scanning and everyday scanner listener with innovational services in broadcasting and incident notification network services for the past many years", Baldwin said.

Health and financial reasons were the primary reasons for the closure, he said. however, several staff members have worked with Baldwin since, he created the National Incident Notification Network (NINN) and went on to create the Incident Broadcast Network (IBN), shortly after selling NINN to a rival east coast group, than, ultimately regaining control of the network again, when the group's owner failed to maintain the service.

Baldwin is not entirely leaving the scene of the crime, he and several staff members from IBN have decided to reamin behind and form a new incident notification network - Incident Alerts, he said. "The new service will allow us to start fresh and bring new ideas, we've been working on since the beginning of IBN", he said. Meanwhile, incident notification network affiliates Oregon Firepage (OFP) and Central Illinois Fire Net (CIFN) will continue to maintain their affiliation with the new service and continue using their dispatch services as well.

CRESWELL, OR - (OFP) South Lane County Fire and Rescue Units along with members of the Oregon State Police and LifeFlight responded to Highway 99 South and Tate Road, shortly after 9 p.m., Wednesday night involving a bicyclist and motor vehicle, approximately four miles south of Creswell.

One person was reportedly killed and Highway 99 was closed in both directions during the accident, while police investigated the scene. Traffic was detoured through Davidson Road, east of Hwy 99 to England Road in Walker, north of Cottage Grove. Police have not released the name of the person who was killed, pending notification of next of kin.

EUGENE, OR (OFP) - The best place to look for a leader to run the Eugene Police Department is the one who's currently leading the department and spent his entire police career with the EPD - interim police chief Pete Kerns was selected by Eugene City Manager Jon Ruiz after a press conference revealing his decision for the top position in the police deparment, Friday in the city council chambers at Eugene's City Hall.

Kerns, 48, spent his entire police career with the Eugene Police Department beginning as a police reserve in 1981 and remained with the department ever since and rose to several high ranking positions during his career. Kerns will inherit a budget of $41.7 million, over 300 employees, 911 dispatchers and active police officers in the department. Kerns said, during the news conference he promised to work with those in the community involving issues with the department.

The police chief's search caps off from a nationwide search that netted some of the best talented police officers in the country that applied for the job. Kern's appointment to the top job brings a new beginning to the department, which has been struggling with issues of the new Police Auditors office, that was recently put to work after Eugene voters voted for a police auditor and oversight comittee to look into police officer complaints and allegations. Several high profiled cases over the last couple of years as netted high profile complaints within the department and tarnished the relations between citizens in some area's after two former police officers were convicted of sexual assualt crimes while on patrol.

Community members say, Kerns placement into the chief's position will allow the department to move forward and officer morale to gain a little more speed from someone who has a better knowledge of department issues from an in and out perspective in the department.

Kerns annual salary will be between $103,000 and $129,000.

EUGENE, OR (OFP) - An early morning commercial fire in a mini strip mall in west Eugene early Friday morning, left heavy smoke damage in two Eugene businesses, involving a Deli and a Pet Store. Firefighters arrived onscene shortly before 3am to find heavy smoke coming from the two business, firefighters were able to make a quick knowdown and save the animals from the heavy smoke during the fire and were transported to a 24 hour emergency vet hospital two blocks west of the fire scene.

The cause of the fire remains under investigation, no damage estimate was available at press time. The OFP News Staff contributed to this report.

CRESWELL (OFP) - A small plane crash earlier this afternoon took the life of one person just north of the Creswell Airport and started a 40 acre grass fire after impact. Lane County Sheriff's Office confirmed to media reports that one person, the pilot who's name was not released at press time, was confirmed killed. The Sheriff's Office has closed several roads near the airport for their investigation.
